What happened to Ozan

On 31 Oct 2025 the Central Bank of Türkiye announced that Ozan Elektronik Para’s operating license under Law No. 6493 was temporarily suspended and that the Savings Deposit Insurance Fund (TMSF) had been appointed as trustee. Turkish press tied the move to an investigation into illegal betting and money-laundering allegations. ozan.com still stands. A license suspension means you should assume there is nothing to sign up for.

Revolut will hold lira. Its card still tells the merchant it was issued in Lithuania, Estonia, or wherever you registered. Storefronts that gate by country read issuing country, not the currency balance. A Revolut full of lira still pays non-Turkish Spotify, not ₺99.

How Ininal actually works for a foreigner

From ininal.com’s FAQ and international form (accessed August 2026):

Use registration with a foreign passport.
Upload the passport page and a selfie holding it.
Give an address in Turkey they can reach.
Higher limits (Plus account, up to 500,000 TL monthly spend) need a courier at that address. The envelope is the contract, not the plastic — you buy a physical card at a sales point or use the virtual card.

The virtual card comes as Visa or TROY. International storefronts want Visa. TROY is mostly domestic.

Where this fails: no plausible Turkish address, or documents fail review. Then you do not have a Turkish BIN, and no amount of app-shopping fixes that.

Papara is not a substitute. It wants a Turkish ID or a foreigner ID issued inside Turkey.
